Neglecting to perform a duty in a public office contrary to common law.?

Is this a new offence? I saw some copper get done for having on duty and now ambulance men are being charged with it. Am I right in thinking it is something of an innovation? I ume it is not statutory, given it's title? I have never heard of it before this year.
