What happens to people who traffic drugs who aren't 18 yet?

I have been watching Locked Up Abroad, and have noticed every one that got arrested overseas was over 18. Are the legalities the same in other countries as they are here? If you get caught with anything in the U.S. and you're under 18, they can't put you in jail. What about other countries? What are their penalties to minors?
